WHAT HAS HBA DONE FOR ITS MEMBERS LATELY?

  • Restored $12 million in funding for Kern County builders through the CHFA School Fee Rebate Program
  • Continue to save home builders over $1 million per year in higher, alternative school impact fees imposed under S.B. 50
  • Saved Builder Members in Bakersfield, Delano and Arvin over $400,000 in school fees in one year alone!
  • Won a $1.25 million DECREASE in cost for building permits in the City of Bakersfield -- an average savings of $85.00 per house!
  • Filed an intervention with the Public Utilities Commission to stop a 300 percent increase in residential water connection fees.
  • Saved builders $200,00 per year by shifting costs for the county planning commission to the General Fund
  • Radically re-wrote the city’s Hillside Development Ordinance, which would have rendered thousands of acres of Northeast Bakersfield totally useless for building.
  • Defeated numerous local anti-growth measures, including a Tulare-style rural valley lands plan, a moratorium on new subdivisions in West Bakersfield, and an agricultural element in the General Plan update.
  • Successfully fought for builders’ ability to obtain FHA mortgage insurance on homes built east of Arvin that had been wrongly classified as part of a high flood-risk area.
  • Requested City to form development streamlining task force that identified and recommended to City Council ways to save processing time and reduce costs.
  • Stopped the Rosedale, Norris and Fruitvale school districts from requiring land dedication to build all new schools.
  • Negotiated a “one fee pays all” transportation impact fee for Metropolitan Bakersfield.
  • Worked eight years to negotiate Metropolitan Habitat Conservation Plan allowing development to continue in the Bakersfield area.
  • Worked with city staff to develop reasonable Historic Preservation ordinance that respects private property rights.
  • Stopped NOR Park District from imposing a $670 per house park development fee at Board of Supervisors.
  • Stopped City Council from restricting applicants’ right to request a continuance before the Planning Commission, Board of Zoning Adjustment or City Council.
  • HBA Voluntary Affirmative Marketing Agreement (VAMA) which satisfies FHA Fair Housing requirements and simplifies reporting requirements for all Builder Members.
  • Saves Builder Members 8 to 25 percent on their State Fund Workers Compensation policy premiums.
